Amoghapasha Lokeshvara, “the One with the unfailing Noose,” is identified by the noose held in one of his eight hands. He is a form of bodhisattva Avalokiteshvara (“the Lord Who Looks Down”), the embodiment of Buddhist compassion. The cult of this gentle bodhisattva was particularly popular in Nepal.
